Texas restraining order?

my wife has an ex that harasses her we have had to change her phone number on several occasions he is hell bent that my daughter is his and has said he's going to get her if he has to kill someone we have called the cops they said that they can not let us have a restraining order because he has not stepped on my property i only have a couple of recent text where he was talking vulgar about sleeping with my wife i have to be away from home for college as of now n my wife is clearly scared of him he was abusive and she has her parents staying with her for now because shes scared to be alone we just want a restraining order its been going on for 3 years now and would prefer a lawyer cop judge etc someone who knows the law well for texas
